Trump Will Never Mail the $5,000 Checks–According to statements made by Trump to reporters, he is able to distribute money without the approval of Congress. This is not the case. (It is a clear violation of the Constitution, as it is an infringement on the spending authority of Congress.) However, if this were to be true, it would make his choice to condition the checks on the outcome of the election even more baffling. If he were the only one making the decision, the conclusion would appear to be completely unimportant.
